Performance of Lupon Tagapamayapa in Dispute Settlement under the Katarungang Pambarangay Law of the Three Zones of the University Town, Northern Samar

Abstract :
This study aimed at determining the level of performance of the lupon members under the barangay justice system of the three zones of the University Town, Northern Samar. Specifically, it aimed to identify the level of performance of the lupon members on the procedure observed by the lupon in the barangay justice system, achieving reconciliation in manner desired for settlement under the katarungang pambarangay law, identify the encountered problems for effective justice system, and recommendations for more effective justice system in amicable settlements.
The researcher used descriptive–survey research design to measure the objectives. The respondents include the clientele of the barangays who experience amicable settlement. Hence, purposive-sampling technique was used.
The overall level of performance of lupon in terms of procedure observed by the lupon in the barangay justice system and achieving reconciliation under the katarungan pambarangay law is outstanding with grand mean of 3.91.
There were ten (10) identified problems encountered for effective justice system and the topmost is lack of proper law enforcement in the barangay.
There were nine (9) recommendations for effective justice system for amicable settlement, the most recommended is to have knowledgeable about law Improve the quality of settlement.
